Which Pool Rules Apply to a Celebration Address?

Osceola County issues the permit. Its permit page lists "Pool, pool screen enclosure" as work that needs one, and online applications need plans digitally signed and sealed by an architect or engineer and, for jobs over $5,000, a notarized, recorded Notice of Commencement. Owner-builders cannot apply online, and residential plan review usually takes 3 to 5 business days. The county's Swimming Pool Barrier Affidavit cites section R4501.17 of the 2023 Florida Building Code, Residential, and Florida's pool safety law, F.S. 515, applies everywhere.

A second approval comes from the Celebration Residential Owners Association's Architectural Review Committee, which has its own request for approval for a pool or hot tub (a survey or plot plan, the vendor's pool plan, an impervious-surface calculation and a patio material sample) and for a screen enclosure (a survey, a drawing and front landscaping). Requests go to Town Hall at 851 Celebration Avenue, and the committee meets once a month. Its guidelines, effective 12/17/2013, say aboveground pools are not permitted and screen enclosures use charcoal mesh only; laminated "Florida Glass" screening is not permitted.
