Pool Service in Maitland, Where the City Sets Pool Draining Rules

A Clean Pool USA cleans pools in the City of Maitland and in the Orange County addresses that carry a Maitland mailing address. On an existing weekly route.

Maitland has 21 scenic lakes in a 6.5-square-mile area, and many are surrounded by development that adds heavy stormwater runoff. The city warns that improper disposal of pool and spa water harms lake water quality, and its pool and spa page sets limits on chlorine and pH before a pool is drained and bans discharge to storm drains, streets and surface waters; the rules section below has them. The city also bans lawn fertilizer containing nitrogen or phosphorus from June 1 to September 30 and, unlike Orange County, allows no exception for certified applicators.

The 32751 ZIP code is mostly the city. Of 4,108 residential parcels (county single-family use codes, townhomes included; condominium units are not counted) with a 32751 address, 3,801 (93 percent) are inside Maitland; the rest include 298 in Eatonville and 8 in unincorporated Orange County (computed from Orange County parcel records, 2026-10-28). The Census puts about 9 percent of the city's land in ZIP 32810, whose county mailing city is Orlando, though only 35 residential parcels inside Maitland carry that ZIP.

Maitland Housing: Neighborhoods Built from the 1950s to the 1990s

Maitland's population has barely moved: the Census Bureau counted 19,543 people in 2020 and estimates 19,511 for July 2025, with 10,113 housing units counted in 2020. The county shows 3,853 residential parcels inside the city limits. Their median build year is 1969, only 13.7 percent were built in 2001 or later, and 55.1 percent carry a pool flag (recorded by the county as having a pool). The city's history page says the Maitland Avenue and Orlando Avenue corridors saw heavy construction in the 1960s and that twelve new residential subdivisions were developed between 1972 and 1979. For a pool owner, a median build year of 1969 means older equipment is likely, and the draining rules below apply to every one of those pools inside the city.

Neighborhoods from the county's neighborhood registry (voluntary, so incomplete) that match a county plat name, by size (the county does not flag HOA-maintained pools lot by lot, so 0 percent does not mean no pools):

  • Dommerich (13 plats): 898 homes, plat median years built 1957 to 1970, 67 percent with pools
  • Winfield (two plats): 224 homes, built 1995 to 1999, 18 percent
  • Maitland Club: 114 homes, 1996, 95 percent
  • Maitland Grove Unit 1: 61 homes, 1975, 77 percent
  • The Hamlet at Maitland: 54 homes, 1994, 0 percent
  • Villas of Lake Destiny: 47 homes, 1999, 0 percent
  • Maitland Isle: 42 homes, 1971, 98 percent

The city's Community Redevelopment Agency covers 246.308 acres of downtown, created May 27, 2003, and the 2035 Comprehensive Development Plan, adopted in March 2019, supports an emerging downtown while maintaining a high-quality suburban experience. New subdivision building is small: Orange County recorded 14 plats inside the city from October 2016 to October 2026 (some commercial), among them Serendipity Park, Maitland West, Jackson Acres, Ventris Estates and Vilasa Homes (1.39 acres). Dommerich Hills has been moving from septic tanks to city sewer in phases, with Phases 3 and 4 programmed for fiscal 2026, and the draining rules below forbid draining a pool to a septic system.

What Does Maitland Water Mean for a Pool?

The City of Maitland's Public Works supplies drinking and irrigation water within its system through three water plants and six groundwater wells, and Orange County's service-area map names Maitland as the provider at City Hall and in the Dommerich Hills area. The city's water FAQ gives a hardness of 150 mg/L, which it rates moderate on its own 0 to 300 scale; the FAQ is undated, and on the USGS bands (121 to 180 mg/L) 150 mg/L is hard. The city's 2025 report prints no hardness, as our guide to pool water by utility notes. Because that figure includes magnesium, your fill water carries no more calcium than 150 mg/L, and the calcium line on your weekly visit report shows how your own pool compares. A home outside the city line, such as one in Eatonville, may be on another provider, and your water bill names yours.

Which Pool Rules Apply to a Maitland Address?

Inside the city, permits are applied for through the Energov self-service portal. The Pool Permit Checklist asks for a signed sufficiency checklist, a notarized Pool Barrier Affidavit, total dynamic head calculations with pump, main drain and heater spec sheets, and an electrical sub-trade permit; the pool permit will not pass sufficiency until the electrical permit is submitted. A Notice of Commencement is required when the value is over $5,000, and the survey must show easements, the Normal High Water Elevation and water setback from it where applicable, the 100-year flood line and any delineated wetlands. The city's Pool, Spa and Hot Tub Safety Act affidavit lets the owner choose an enclosure that meets F.S. 515.29, a safety cover, door and window exit alarms, self-closing, self-latching doors or a float alarm. On a lake lot, a Shoreline Alteration Permit is required before removing aquatic plants or altering the shoreline, and removing vegetation takes a Vegetation Removal Permit with a stake-out inspection.

Draining a pool inside the city has its own rules, set out on the city's pool and spa page. Water may not be discharged to storm drains, streets or surface waters. Chlorine must test 0.01 mg/L or less (otherwise wait at least 48 hours and retest) and pH must be 6.5 to 8.0 before draining. The discharge stays on the property, pumped slowly so it soaks into the soil. Pool or spa water may not go to the sanitary sewer without the city's permission, and never to a septic system. A neglected green pool needs a sanitary disposal service. Filters and DE are not to be rinsed onto pavement or into storm drains. The city adds that salt can kill lawn, so a large salt-water draw-down may need a pump truck.

Outside the city line, the 8 unincorporated homes with a 32751 address follow Orange County's rules, and Orange County publishes its own pool safety affirmation form (revised February 2024); the 298 homes in the Town of Eatonville follow Eatonville's. Florida's barrier law, F.S. 515.29 and 515.27, applies everywhere.
