Pool Service in Winter Park, a City of 19 Lakes
A Clean Pool USA cleans pools in the City of Winter Park and in the Orange and Seminole County neighborhoods in its 32789 and 32792 ZIP codes. On an existing weekly route.
Winter Park has 19 lakes totaling 947.1 acres inside the city limits, shallow natural lakes that navigable canals link into the Chain of Lakes. The city's plan credits planted laurel oaks for the oak canopy that sets the city apart from most of Florida and says nearly all streets are lined with canopy trees. Its Lakes Division manages the lakes and canals and issues shoreline permits, including for boat docks and vegetation removal.
The two ZIP codes are not the city. On the Orange County side, 8,401 residential parcels (county single-family use codes, townhomes included; condominium units are not counted) carry a 32789 address and 7,325 (87 percent) are inside Winter Park; the rest include 975 in unincorporated Orange County, 82 in Orlando and 17 in Maitland. Of 4,191 with a 32792 address, only 1,561 (37 percent) are inside the city and 2,630 are unincorporated. The 32792 ZIP code also crosses into Seminole County, where the county's records show 7,472 residential parcels with a 32792 address: 957 in Casselberry and 6,515 in unincorporated Seminole County (computed from Orange County and Seminole County parcel records, 2026-10-28).
Winter Park Housing: Older Lake Neighborhoods and a Few New Communities
The Census Bureau counted 29,795 people in Winter Park in 2020 and estimates 30,444 for July 2025; it counted 14,073 housing units in 2020. Inside the city the county shows 8,888 residential parcels. The median home was built in 1966, yet 25.2 percent were built in 2001 or later, and 43.1 percent carry a pool flag (recorded by the county as having a pool). The city's plan says the same in words: older neighborhoods mix historic homes with new development, and demolition and replacement puts older housing, such as the Lake Sylvan area, at risk. For a pool owner, that mix means equipment of very different ages from one street to the next, and a pool beside a lake, canal or stream is a case the city reviews separately.
Neighborhoods named in the city's plan or the county's neighborhood registry, by size from the county's plat records:
- Kenilworth Shores (seven plats): 567 homes, plat median years built 1955 to 1963, 38 percent with pools
- Windsong (ten plats): 285 homes built 2000 to 2025, 73 percent
- Orwin Manor Westminster: 203 homes, median year built 1949, 22 percent
- Waterbridge: 153 homes, 1982, 54 percent
- Greenview at Winter Pines: 131 homes, 1979, 44 percent
- Timberlane Shores: 104 homes, 1959, 66 percent
- Eastgate: 94 homes, 1957, 14 percent
- Quail Hollow: 92 homes, 1973, 73 percent
Windsong is a planned unit development on the former Genius property that straddles a conservation easement between Lakes Mizell, Virginia and Berry, and Waterbridge was approved in 1979 as one of the city's first planned unit developments. Greenview and Winter Pines surround the Winter Park Pines golf course. New building is infill: housing units grew about 3 percent from 2010 to 2020 against 17 percent in the decade before, and the plan reports no significant annexation of residential land in the past ten years. Orange County recorded 27 plat records inside the city from October 2016 to October 2026 (some commercial). FG Schaub Custom Homes says on its own site that it is the exclusive builder of The Enclave Winter Park, a community of 23 residences.
What Does Winter Park Water Mean for a Pool?
The City of Winter Park Water and Wastewater Utilities serves about 23,000 potable water customers, inside the city and in unincorporated Orange County areas east and west of it, from pumped groundwater. Its 2025 water quality report prints no hardness, pH or alkalinity, as our guide to pool water by utility notes. The city's online FAQ, answering a question about water softener salespeople, says their tests usually "reveal chlorine and calcium hardness" and that this "is to be expected," but it gives no number. Orange County's service-area map returned the City of Maitland, not Winter Park, for a point in the Dommerich Hills area, part of which is inside Winter Park (three plats named Dommerich, 101 homes), and your water bill names yours. Homes on the Seminole County side of 32792 are outside the city, so their water may come from Seminole County Utilities, whose report prints no hardness either, or another provider. With no published figure, we go by the readings from your own pool, which your visit report shows every week, calcium included.
Which Pool Rules Apply to a Winter Park Address?
Inside the city, pool and spa permits go through the Self-Service Portal at Building and Permitting Services. The city's checklist asks for a survey and site plan, engineered pool drawings, a total dynamic head calculation, the Pool Safety Act form and a Notice of Commencement when the cost exceeds $5,000, and pool equipment needs an electrical sub-permit. A pool on a lakefront, canal front or stream front also needs the Planning and Zoning Lakes Front Review approval. The safety form lets the owner meet the barrier rule with a screen enclosure that meets the building code, a safety cover, a mesh barrier or a fence and gates. The zoning worksheet caps impervious lot coverage at 50 percent, pools included, and sets pool setbacks of 7.5 feet on the interior side for lots 60 feet wide or less (10 feet for wider lots) and 10 feet at the rear. Tree-removal permits are still required for protected trees on single-family lots, except where Florida Statute 163.045 preempts, and the city says its residential permitting program is under review.
Outside the city line, the county is the jurisdiction: unincorporated Orange County for the 975 homes with a 32789 address and the 2,630 with a 32792 address, and Seminole County for the unincorporated homes on the Seminole side of 32792. Orange County publishes its own pool safety affirmation form (revised February 2024), and Seminole County's form (revised February 2024) requires fencing beside a lake to extend 3 feet into the water past the lowest water level. Homes in Casselberry, Orlando or Maitland follow those cities' rules. Florida's barrier law, F.S. 515.29 and 515.27, applies everywhere.
