Pool Service in Winter Springs and Tuscawilla
A Clean Pool USA cleans pools in the City of Winter Springs and in the Seminole County neighborhoods that carry a Winter Springs mailing address. On an existing weekly route.
Tuscawilla is the place to start. Its voluntary homeowners association says Tuscawilla began in 1969 as one of the largest and oldest planned unit developments in Seminole County: 4,600 families, a 3,500-acre community of more than 28 separate subdivisions, each with its own homeowners association, centered on a country club with an 18-hole golf course, and about a third of the city's population. The county's plat records show how common pools are there. The 18 plats whose names begin Tuscawilla hold 994 homes, built 1976 to 2023, and 78 percent carry a pool flag (recorded by the county as having a pool), against 39 percent of single-family parcels across the city. Those plats are only part of Tuscawilla, since the association's communities go by many other names.
The 32708 ZIP code is mostly the city, but not all of it. Of 15,135 residential parcels with a 32708 address, 12,628 (83 percent) are inside Winter Springs, 2,494 are in unincorporated Seminole County and 13 are in Longwood (computed from Seminole County parcel records, 2026-10-28).
Winter Springs Housing: Mixed Ages and New Townhomes
Inside the city limits the county shows 12,720 residential parcels: 10,424 single-family, 2,025 townhome and 271 single-family waterfront, so 10,695 are single-family lots in all. The median home was built in 1989 and 20.8 percent were built in 2001 or later. Lake lots are 271 of those 10,695 (2.5 percent), with the largest counts in Winter Springs Unit 4 (34 parcels), North Orlando Ranches Section 1B (23 of 25) and Oak Forest Unit 1 (22). The Census Bureau counted 38,342 people in the city in 2020, estimates 39,585 for July 2025, and counted 15,996 housing units in 2020. The city's plan ties its annexation policy to the shores of Lake Jesup and requires wetland upland buffers that average at least 25 feet. For a pool owner, plats whose median build years run from 1959 to 2024 mean equipment of many ages, and the arbor permit application described below covers trees within 10 feet of an existing or proposed structure.
Communities on the Tuscawilla association's communities page that match a county plat name, by size:
- Casa Park Villas: 324 townhomes (two plats), built 1984 to 1986, 0 percent with pools
- Country Club Village: 245 homes (three plats), built 1979 to 2013, 13 percent
- Georgetowne: 229 homes (three plats), 1987 to 2019, 9 percent
- Howell Creek Reserve: 153 homes (three plats), 1995 to 2000, 71 percent
- Creeks Run: 82 homes, 1999, 28 percent
- Davenport Glen: 70 homes, 1993, 71 percent
- Bear Creek Estates: 67 homes, 1988, 99 percent
- Chestnut Ridge: 52 homes, 1994, 83 percent
Newer building is a mix of single-family plats and townhomes. The county shows Tuskawilla Crossings (three plats, 371 homes built 2019 to 2021, 10 percent with pools), Winter Springs Village (202 homes, 2012 to 2014, 6 percent) and a Hickory Grove Townhomes plat (105 homes, 2024 to 2025), and Mattamy Homes' own page lists Hickory Grove townhomes with a community pool at 1458 Blumberg Blvd in the Town Center. The city's Development Review Tracker, updated October 2, 2026, lists Calusa Crossings Townhomes (87 rear-load townhomes, site plan under review), The Homes at Excelsior (27 townhomes, under staff review) and The Adel at Lake Jesup (a proposed 14-lot single-family subdivision). The housing element of the city's plan calls for a vacant residential parcel database and infill strategies to meet a projected shortfall of housing units.
What Does Winter Springs Water Mean for a Pool?
Inside the city limits, water comes from the City of Winter Springs, which runs its own system from eight Floridan Aquifer wells, treated by aeration and chlorination. The city's water page gives an average hardness of 150 mg/L, which it also describes as 8 grains; that is in the hard band (121 to 180 mg/L) of the USGS guidelines, and the page is undated. The city's 2025 report prints no hardness, as our guide to pool water by utility notes. Total hardness counts magnesium as well as calcium, so the calcium in your fill water is at most 150 mg/L; your visit report's calcium reading shows where your own pool stands. The city's plan sets the potable water service area at the corporate limits unless the City Commission agrees otherwise in writing, and requires new homes to connect to city water. The 2,494 homes with a 32708 address in unincorporated Seminole County are outside that area, so their water may come from Seminole County Utilities, whose report prints no hardness, or another provider.
Which Pool Rules Apply to a Winter Springs Address?
Inside the city, the Building Division issues permits, and the city's building permit application says a pool needs a permit of its own, separate from the main building permit. The city's Residential Swimming Pool Safety Act Affirmation, signed by contractor and owner and kept in the permit file with a copy on the job site, requires one of four barrier options: an enclosure that meets F.S. 515.29, an ASTM F1346 safety cover, self-closing, self-latching doors with the release at least 54 inches up, or exit alarms of at least 85 dB at 10 feet. A barrier method not installed by final inspection is a second-degree misdemeanor under Chapter 515. The city's arbor ordinance requires a permit and fee to remove a tree 4 inches in diameter or larger unless it is dead, diseased or an obvious hazard, and the permit application covers trees within 10 feet of proposed or existing structures.
Outside the city line, the 2,494 unincorporated homes with a 32708 address go through Seminole County, whose pool safety affirmation form (revised February 2024) requires fencing beside a lake to extend 3 feet into the water past the lowest water level, and the 13 Longwood homes follow Longwood's rules. Florida's barrier law, F.S. 515.29 and 515.27, applies in both places.
