Pool Service in St. Cloud, on the South Shore of East Lake Tohopekaliga
A Clean Pool USA cleans pools in the City of St. Cloud and in the Osceola County neighborhoods with a St. Cloud mailing address (ZIP codes 34769, 34771 and 34772). Now serving; new routes forming. East Lake Tohopekaliga borders the city on the north, and the South Florida Water Management District says residential development is most intense along the lake's south shore, where St. Cloud is located. The district's regulation schedule limits the lake's annual water-level swings to 2 to 3 feet, and stormwater management lakes sit along the south shoreline inside the city.
The ground matters as much as the lake. Osceola County's management plan for its Cherokee Point conservation area describes the Osceola Plain as pine and palmetto flatwoods on sandy soils, now converted to homes and businesses "especially around the cities of St. Cloud and Kissimmee," and the county's soil map names Basinger and Immokalee fine sands. The USDA Natural Resources Conservation Service describes that group of soils as fine sand with a seasonal high water table of 0 to 1 foot during wet periods and brief ponding after large rains. For a pool owner, that means groundwater close to the surface in the wet season.
St. Cloud Housing: Growth Since 2020 and Master-Planned Communities
The Census Bureau counted 58,964 people in St. Cloud in 2020 and estimates 74,960 for July 1, 2025, which is 26.9 percent above its April 2020 estimates base of 59,090. The city has 21,164 households, 72.5 percent of them in owner-occupied homes, with a median owner-occupied value of $356,200 (2020 to 2024 survey estimates). The city's housing element projects more than 21,000 new housing units by 2045, and its draft land use element counts over 798 acres of vacant land, mostly south of 13th Street or west of the Turnpike, expected to develop mostly as low-density residential.
Developers and builders list these communities under St. Cloud addresses; a mailing address does not settle whether a home is inside the city limits.
- Crossprairie, west of Florida's Turnpike: 3,800 residential units per its master developer, development starting March 2021, with builders named by the developer: Jones Homes USA, Meritage Homes, M/I Homes, David Weekley Homes, K. Hovnanian Homes (Four Seasons at Crossprairie, 55+) and Lennar
- The Glades at Crossprairie: Lennar single-family homes and townhomes inside Crossprairie
- Bridgewalk: a boating community in Lennar's listing, with a private boat launch to Springhead Pond
- Weslyn Park, within Sunbridge: a first phase announced at 577 homes at build-out, with Acorn Park's pool and a new amenity center planned for 2027
- Del Webb Sunbridge: a gated 55+ neighborhood within Sunbridge, with a clubhouse and pool
- Gramercy Farms: a community with its own Community Development District and a master homeowners association
By the developers' own dates, Crossprairie's development start in March 2021 (per BTI Partners) and the announcement of Weslyn Park's builders on July 21, 2021, homes in those two communities were built from 2021 on.
What Does Toho Water Mean for a St. Cloud Pool?
Toho Water Authority provides water, wastewater and reclaimed water in St. Cloud. Toho and the City of St. Cloud's Environmental Utilities Department began operating as one utility on October 1, 2022, and the city's own development checklist says Toho, not the city, manages water, sewer and reclaimed water. Toho's 2025 report for the City of St. Cloud water system prints no hardness, pH or alkalinity, as our guide to pool water by utility notes, so we quote no hardness figure. Toho's 2024 service-area map also names other areas beside the city system, among them Sunbridge and Tavistock East and Harmony and Pine Glen, which our guide does not cover. The calcium line on your weekly visit report shows how your own pool compares, and your water bill names your utility.
Which Pool Rules Apply to a St. Cloud Address?
Inside the city, the City of St. Cloud Building Department issues pool permits. Its pool application cites the 8th Edition Florida Building Code, and the notarized Swimming Pool Barrier Affidavit cites section R4501.17 of the 2023 Florida Building Code, Residential; a pool may not be filled until the final electrical and final barrier inspections pass, except vinyl and fiberglass pools. The application asks for the flood zone, structures in Flood Zone A or AE may need elevation certificates before and after construction, and a notice of commencement must be recorded and posted before the first inspection. A screen enclosure is its own permit type (Aluminum Screen Pool Enclosure), while replacing screening only needs no permit. City zoning for the single-family districts sets waterfront setbacks measured from the mean high water line, 30 feet in R-E and 25 feet in R-1, R-1A and R-1B, with a 50 percent maximum for all primary and accessory surfaces combined and an 80 percent maximum for impervious coverage. Short-term rental is not among the uses the code lists for those districts, and a Local Business Tax Receipt is required of anyone renting out property inside the city.
Outside the city limits, in unincorporated Osceola County (the city's planning document describes its boundaries with portions of it), Osceola County is the permit office: its list of residential work that needs a permit includes "Pool, pool screen enclosure," and applications start on the county's permit portal. The county has its own Swimming Pool Barrier Affidavit citing the same section R4501.17, and Florida's pool safety law, F.S. 515, applies everywhere.
