Pool Service in Poinciana, a Community on Both Sides of the County Line
A Clean Pool USA cleans pools in Poinciana, in both Osceola and Polk counties. Now serving; new routes forming. Poinciana has two ZIP codes, 34758 and 34759. The county's Poinciana Library, in southwestern Osceola County near the Polk County line, is addressed Kissimmee, FL 34758, so an address in that ZIP may read Kissimmee, while the Association of Poinciana Villages office is addressed Poinciana, FL 34759. Polk County's comprehensive plan describes the Poinciana development as about 47,000 acres "located in Polk and Osceola counties," approved by Polk County in 1971 as a planned unit development, and places Villages 3, 4, 6, 7 and 8 in Polk County.
The Association of Poinciana Villages (APV) describes itself as the largest homeowners association in Florida, with more than 27,000 properties. Its page lists Village 1 Reedy Creek, Village 2 Deerwood, Village 3 Cypress, Village 6 London Creek, Village 8 Timberlake and Village 9 Broadmoor, plus Villages 5 and 7. Inside the villages, sub-associations include Cypress Woods and Stepping Stone in Village 1, Tuscany Preserve and Lake Marion Golf Resort in Village 7, Lake Deer Estates in Village 8 and Broadmoor, which APV calls the only village where modular homes are allowed, with its own pool and clubhouse. Solivita, Village 10, has only an internal association and is not a member of the APV master board.
Wetlands and a high water table are part of the setting. The Lake Marion Creek Management Area, 8,083 acres on the Polk-Osceola line, is about half wetlands, and most of those wetlands are in the 100-year floodplain of the Lake Marion, Snell and London creeks. A soils review for the Poinciana Parkway extension (Poinciana Parkway to CR 532) says the soils come from sandy marine sediments, with groundwater at about 12 inches in Immokalee fine sand, the largest Osceola-side soil unit in the study area at 16.78 percent, and at 6 to 12 inches in Basinger, Holopaw, Pompano and Myakka fine sands.
Poinciana Housing: Villages Planned in 1971 and 30 Percent Growth in the 2010s
The Census counted 69,309 people in the Poinciana census-designated place in 2020, up from 53,193 in 2010, a gain of 16,116 or 30.3 percent. The place has 24,626 households, 77.2 percent of them in owner-occupied homes, with a median owner-occupied value of $290,700 (2020 to 2024 survey estimates). Builders list these Poinciana communities on their own pages: D.R. Horton (Lake Deer Estates and Poinciana Enclave), Meritage Homes (Lake Deer Estates), Maronda Homes, Century Complete (Poinciana Village) and LGI Homes (Noah Estates at Tuscany Preserve).
What Does Toho Water Mean for a Poinciana Pool?
APV's utility page lists Toho Water Authority for water and sewer in both counties, and a 2025 Florida special act amending Toho's charter lists a Poinciana System Transition agreement between Polk County and Toho, entered October 1, 2006, among the agreements Toho's boundaries are subject to. Toho's 2025 report for the Poinciana Water System (PWS 349-4429) prints no hardness, pH or alkalinity, as our guide to pool water by utility notes, so we quote no hardness figure. The water comes from the Floridan Aquifer. The calcium line on your weekly visit report shows how your own pool compares, and your water bill names your utility.
Which Pool Rules Apply to a Poinciana Address?
Poinciana is a census-designated place, not a city, so on both sides the county issues the permit. On the Osceola side, that is Osceola County, and its Swimming Pool Barrier Affidavit, signed and notarized by the owner once a pool permit has been issued, cites section R4501.17 of the 2023 Florida Building Code, Residential. Where a dwelling wall is part of the barrier, doors and windows with direct access to the pool need an exit alarm rated at least 85 dB at 10 feet, with listed exceptions.
On the Polk side, Polk County requires a permit for in-ground pools and spas and for above-ground pools and spas more than 24 inches deep. Screening a space that needs structural or infill framing needs a permit, but replacing screening with like material in an existing structure does not. Inspections are booked through Polk County Citizen Access at least one business day ahead, and the Building Division answers permit questions at (863) 534-6080. We did not find a Polk County barrier form. Florida's pool safety law applies on both sides: under F.S. 515.27, a new residential pool needs at least one listed safety feature to pass final inspection.
On both sides, APV adds a private layer. Its FAQ says anything you do to the exterior of your property needs a permit from the APV design control board, naming fencing, sheds, gazebos and screen rooms. In-ground pools are permitted, and above-ground pools only with a fully enclosed 6-foot solid privacy fence; county fencing and screening rules must also be met.
Short-Term Rentals in Poinciana: Read Both Documents
APV's FAQ says "Short Term Rentals are not allowed in Poinciana" and requires a 6 month minimum lease. Osceola County's short-term rental listing (revised May 2022) names Poinciana subdivisions, including Poinciana Village 1 Neighborhood 3 West, Poinciana Estates A Neighborhood 2, Cypress Woods and Coopersmith Village Poinciana. The association's document and the county's document differ, and we do not say which one governs a given home; read the APV FAQ and the county listing for your address.
